Web access differs between laptop and notebook
I visited juno.com and had a look at their use plans….. since this is happening only on one machine that is connected using the same use provider, it is most likely cause by a difference in your settings between machines…. probably you network
adaptor settings and expressly settings for IPv6.

for instructions, or open up the Network and Involvement center (Start>Settings>Network and Internet>Change adaptor backdrop) and make sure both machines have the same settings
contact juno again, and have them tread through their network setup process again…. they may have precise settings that enables you to connect to their network… mention that you think its your network adaptor settings for IPv6 support.
Although Juno is a low end provider for dial-up services, you may like to ask them if they have new (cheaper and faster) plans available for your area… (they won’t offer unless you ask….)
